Gujarat set to top start-up ecosystem ranking

Gujarat is all set to top the list of States and Union Territories (UT) in the first-ever ranking of the start-up eco-system across the country. The ranking will be released by the Department of Industrial Policy & Promotion (DIPP) later this month.

“Gujarat has done well in most of the parameters for evaluating performance of States framed by the DIPP in terms of providing start-ups with the right infrastructure, rules and incentives. It is likely to be the topper. But, the final results will be announced around December 20,” a government official told BusinessLine.

According to official figures, there are about 20,000 start-ups in the country of which 14,427 have been recognised under the government’s Startup India scheme launched in January 2016.

Ranking framework

The ranking framework for States and UTs covers seven areas of intervention and 38 action points with a total score of 100 points. The highest area-wise score has been assigned to incubation support at 20 followed by start-up policy and implementation at 17, seed funding support at 15, easing public procurement at 14, easier regulations at 13, awareness and outreach at 11 and angel and venture funding at 10, the official said.

“The objective is to encourage the States and the UTs to improve their start-up ecosystems at the grass-root level. The system takes into account the impact of all steps taken at the local level to make it easier for start-ups to come up and prosper,” the official said.

The Centre is also keen that States should also learn from each other in replicating good practices.

Only 20 implemented

Interestingly, of the 29 States and seven UTs in India, only about 20 have implemented their start-up policies. These are: Andhra Pradesh, Assam, Bihar, Chattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, J&K, Jharkhand, Karnataka, Kerala, Madya Pradesh, Maharashtra, Odisha, Rajasthan, Telangana, Uttar Pradesh, Uttarakhand and West Bengal.
